Haleck, a former Hawaii Air National Guardsman, was reportedly behaving erratically and refusing to leave the roadway. He was on foot. Responding officers Tased, pepper sprayed and restrained him multiple times. The official cause of death was multiple metabolic and cardiac complications. The report also noted Haleck was also “acutely intoxicated” with methamphetamine. A jury in a civil lawsuit brought by the family later found officers did not use excessive force.
