Police responded to reports of a machete-wielding man near the Capitol. When they got there, Dinney’s machete and 12-inch garden shears were on the ground. Body camera footage showed Dinney looking confused in an alley as officers tried to coax him out. When officers surprised him from behind, he bent down to grab garden shears. HPD says he struck an officer with the shears. He was shot several times and Tased.
